It has abundant petrochemical and coalmines foundation, so it possesses resources advantages for developing the rich raw materials of petrochemical materials, complex materials, coal chemical industry and special refined chemical industry etc. Northeast China petrochemical industry is transforming from oil refining base to chemicals refining base after the third industrial restructure. The petrochemical industry begins to turn into the third industry reform with scale expansion and profound process as the mark. It develops high and new technology and enhances processing profundity exerting itself to extension of industrial chain so as to effectively boost delicacy of products and form optimal state of synchronous development of petroleum, petrochemical and chemical industry, consequently to promote the revitalization and development of Northeast China petrochemical industry. In April 2004, China Lanxing Group invested ￥7.5 billion to restructure Shenyang Petrochemistry Group, formally opening the curtain of the strategy that makes Shenyang into a large-scale petrochemical base in Northeast China together. A new development opportunity for the old industrial raw materials base and investment climax has already arrived. Immersed in the spring breeze of revitalizing Northeast China, the total investment in Northeast China industry has always been standing in first rank nationwide during the first 9 months of this year. Shenyang is in the first place. Furthermore, the state’s second group of 137 Project of Northeast China Revival Project has obtained approval. So a new round of investment climax in Northeast China will occur once again. The fourth extremity of economic growth in China is springing. And the abundant petrochemical industries in Northeast China will enter into a completely new epoch.
